Does this kind of event, where the odds of getting Leads from Treasure Maps are raised, happen at some regular intervals (like once a year?) or is it purely random when ZOS just says "let's have an event now"?

Yes, perhaps. That was maybe the last ZoZ event?

That sounds about right. That or the Anniversary event. It was one of those where it used to reward crafters with good stuff but is now a “go kill something instead” event.

Events happen at fairly regular intervals but an increased chance of getting leads and furniture from treasure chest maps has never happened before.
I wouldn't be surprised if this only applies to new maps that are generated during the event.
If that happens I will 100% delete this game and move on for good. I have several hundred West Weald maps stashed away after my experience of hitting a personal best of 48 consecutive maps dug up before getting a lead. The RNG and excessive grind that ZoS is so bent on pushing is making the game less and less fun.

Roll again on all their loot? Will it drop double items and gold?

I'm in a bit of a similar boat.
I'm working on Apocryphal Well, I have a 4/9 codex and my last Lead was over 160 Treasure Maps ago...
Actually, last week I was already thinking of quitting ESO, I don't mind RNG but specially with Treasure Maps it definitely shouldn't be this crazy.
Then I heard about the planned event for early 2025 and better chances for Leads from Treasure Maps so I decided to give it a try, I'm putting all the maps on hold and if I can't complete the codex during the evet I'm done with ESO..
So we'll see...
