Thanks for the tips everyone! I'm gonna try and learn to play ToT one day, the rewards for winning are a very good hook.
I wish I had Red Eagle, but you need to do the ToT questline to get it, and I haven't even gotten far enough to unlock the first quest in it...

I am not sure if the NPC would select a deck you don't own yet or not. If not, you are looking at four decks that will have to be selected. Its best to go for the best cards that are the cheapest with alot of power or gold attached.

NPCs can select decks you dont own, if its proficient or expert level npc
novice NPC only selects from the 4 starter decks, with no card upgrades
proficient can select any available deck with no card upgrades
expert can select any available deck with all card upgrades

Saint Alessia comes from West Weald. The fragments all drop from various West Weald tasks (Delves, WB's, Mirrormoors, Public Dungeons and the main quest)
