    it is simply new lore

I was going to say similar. Zenimax owns the lore. They own the cannon. They are permitted to take artistic liberties.

I think Bethesda Game Studios is the caretaker of the Elder Scrolls lore. ZOS is permitted to take artistic liberties if BGS agrees with the direction. That said, seems that lore is not something to stand in the way. It is more a thing that guides the way to the desired outcome.

Iirc Zenimax Media, owns Bethesda Softworks, which owns both Bethesda Game Studio and Zenimax Online Studios. Bethesda Game Studio as original creators of the franchise have a final say in what is allowed within ESO and what is not, as ZOS have themselves numerously stated they consult BGS often, and how there are things they wanted to do at couple points that BGS said no to.

I suppose if Zenimax Media wanted to enforce something on ESO, as owners they would be ale to force BGS into submission, but we have no indication of that happening at any point.

In case of Ithelia and west weald, ZOS made a huge deal out of how they got BGS to agree on this huge brand new lore of new daedric prince, so yeah, everything in gold road seems to be ultimately greenlit by BGS.

I think that Zenimax Media is mainly just a name, these days.

ZeniMax Media owns Bethesda but it also owns ZeniMax Online Studios. Microsoft is now the big parent company. ZOS is just another game studio and I think it gets confusing since they named it after the parent company. ZOS and Bethesda work together with lore and stuff that gets added.

I am hoping that this Ithelia story is a step in a good direction where Bethesda is giving ZOS more creative freedom with things instead of just saying no. I do believe Bethesda had a lot of say and input with Ithelia and how the entire story played out but I am good with that if it means ZOS has more freedom.
