This like ØÆÅ from Norway.Pretty sure those are legitimate letters in non-English alphabets, German or Danish for instance. If you are using an English keyboard those letters can be achieved by pressing special character combinations, but on a non-English keyboard, they would be regular letter keys to press. As ESO is an international game, I wouldn't hold out hope that those characters will be removed from use.
It's a little unclear why special characters can be used at all. In fact, it's a real workaround to the teabagging rule or any other rule where you have to write to a player, at least because you can't write a nickname/ID. All it takes is one ê or any other similar character for you to write to that player. There are players who have one or two similar characters, but there are also those who have long IDs consisting of many characters. ß ä ã ќ ό Æ æ and there are many such symbols.
