Special characters in ID

It's a little unclear why special characters can be used at all. In fact, it's a real workaround to the teabagging rule or any other rule where you have to write to a player, at least because you can't write a nickname/ID. All it takes is one ê or any other similar character for you to write to that player. There are players who have one or two similar characters, but there are also those who have long IDs consisting of many characters. ß ä ã ќ ό Æ æ and there are many such symbols.

I would like to know the answer from ZOS on this issue and whether there will be any changes in the ban on the use of special characters in IDs

Pretty sure those are legitimate letters in non-English alphabets, German or Danish for instance. If you are using an English keyboard those letters can be achieved by pressing special character combinations, but on a non-English keyboard, they would be regular letter keys to press. As ESO is an international game, I wouldn't hold out hope that those characters will be removed from use.

Screenshot when you need to see the name with the special characters. Then (if you're on PC, and I have no clue about console) open Character Map, and chase the individual characters down. Usually the first set of characters in the Map will have most of them from non-English keyboards.

    This like ØÆÅ from Norway.

Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

I dont think banning legitimate letters, just because they're not English, is going to happen. And it shouldn't.
Letters like ßäë might cause some issues with reporting, but you can do similar stuff in English. IllIlIIll, depending on font that can be very difficult to separate i from l. Maybe we should ban those letters too.

One of my characters has an ï instead of an i in the name because the name I wanted to use was taken.

What special characters? The ones you mentioned are normal for various non-English languages, and *should* be allowed in character names.
