I have asked in so many threads and chats that it feels completely hopeless at this point, but I have been told that you (now, since the goalpost has moved again) need to ALSO buy crowns and not just spend crowns selfishly in order to qualify. It makes complete sense that they would hide this adjusted criterium as it would be unfair to those who need to spend (more) real money in order to qualify when others didn't have to do it in the past.

I have bought crown packs, eso+, I have previously gifted crown items to friends and yet I get denied as well... really really frustrating especially with the copy paste reply without answering anything about the appeal.

And lets be honest here, if the idea is that you NEED to buy crowns again before gifting them, then why not tell me? The only thing they gain from this is loosing players in my opinion, or at least loosing paying players.

I would take what people say in threads and chats with caution, especially if it comes to spending something in order to get gifting access. This is sounding to me like an internet misdirection. Because ZOS has made this whole process lack transparency, it is very easy for misinformation to root and grow.
