yea if it weren't possible to lose Telvar stones in imperial city i would sometimes just take the sewers back to the base or well let my characters die to port back to base.
I wouldn't join "the battle". i only go to imperial city for telvar, endeavours, and the daily quests.
but losing telvar is what's not fair as opposed to being able to escape the city in a few seconds.
I use this option to turn quests in once I've finished the quest. Totally out of laziness when I can't be bothered to find the entrance. I port to Cyrodiil then port back to the sewers to turn in the quest.
In my opinion it's no different to porting to town wayshrines if you are in the countryside of Auridon.
It's not unfair. Porting has been available since at least Morrowind (tes3) where we had the almsivi intervention and divine intervention skills.

I don't mind the system staying as is, even if I never use it in this manner myself. It does suck to lose Tel Vars if you have a large amount, so I don't mind non NB players taking that route. Sure, it's fun to gank someone and get a ton of Tel Vars, but it sucks more to lose them.

It is unfair to run away from the battle using the imperfection of the system. In fact, this is an authorized exploit that many players use with impunity.
It is unfair and should be removed from the game as an escape option. When you enter a PVP zone you are implicitly consenting to PVP. Being able to dip and save your "ante" is unfair to people who cannot. Especially when using keybinds or addons to do so.
If you want a safe PVE currency grind area you can use Endless archive. There are plenty of worthwhile monetary rewards there too.

Zerglings can’t complain about their victims porting out being unfair when they force them in unfair fights and avoid every fight where they dont massively outnumber their victims.
ESO PvP isnt fair and most fights are decided before they even begin. I rather have my opponent port out than him calling multiple friends and zerg me down, at least I keep my own Tel Var then.
It is stupid that if you get attacked by multiple tanks as a solo player and can‘t outrun them, the only way to end that fight is to kill them all or die.
