Some Clarification Needed

If a player were to run programs such as ReShade, ENB, RivaTuner, nVidia Inspector, a performance metrics program (such as what comes with AMD Software: Adrenalin Edition), their graphics card's image/display enhancement settings, or a web browser while playing ESO, would that be considered a breach of the Terms of Service?

    There’s no direct answer but there is an implication by an alleged ZOS employee that reshade is fine, and more about what is and isn’t allowed (screen overlays versus modding). https://forums.elderscrollsonline.com/en/discussion/606682/is-reshade-ok-to-use#:~:text=You cannot alter the game,That is not allowed.

    Opening a web browser I can say I strongly believe is a fine thing to do, I’m not sure that’s something that can be made against TOS.

    Unfortunately, the devs don’t roam the forums much, so figured Id give you what I’ve got. Maybe can send in a ticket with customer support to ask? Customer support and devs seem to be giving conflicting information recently though, genuinely not sure which ones right to go off of.

    No wonder nobody else has asked this question recently; everyone's given up on trying to get an answer. :'(

    Though, personally, I'm not so much interested in ReShade, et al. (those aren't programs, just overlays), as I am in whether or not it's fine to use web browsers while playing ESO (which are, of course, actual "programs" since they activate via executable). I've been fine so far, though that may just be because nobody's realised that my pauses in gameplay might be me looking up a map to find the exact position of Treasure Map chests or the lowest price of an item through TTC.

    Sorry for injecting without helping, but are you asking about using a web-browser on a second monitor/window while playing to look up stuff, or am I getting it wrong?

    I'm probably getting it wrong, I just don't know what else you'd mean with "using web browsers"

    To clarify:
    I use two monitors while gaming. One for srs gaming, the other to look up guides, builds, maps, videos, or just discord etc.

    I'd never cross my mind that using a web browser while playing any kind of online-game is something to even think about to be honest.

    Even when I only had one monitor, I'd alt+tab out of the game to change the video I was watching or look up the location of a treasure map or specific portal etc.

    Using approved 3rd party dlls like the Steam client embedded web browsing is perfectly fine.

    Daybreak is not allowed and Reshade probably isn't either.
