Have you considered just ignoring this and the individuals doing it?
I am not trying to disregard your concern but it seems like assigning more attention to this isn't the best use of anyone's time or efforts.

You think choosing to lay dead so you can watch what other players are doing and see what their names are or are waiting for a camp to be put up should be a violation of the TOS?

Why on earth would taking your time to rez up with a violation of the TOS? Cyrodiil isn't Battlegrounds where you pretty much always want to get back in the fight as fast as possible. There's plenty of valid tactical reasons to sit dead for a minute.
I mean, I think it's a fine time to bio-break, as opposed to doing so in a keep where I might get ganked while AFK and killed again. Usually I'm waiting to see if a keep unflags, though.
In any case, what you think of the people lying dead is actually irrelevant to what ZOS has said about creating a negative play environment. If someone asks you to stop, you ought to stop.

Except people stay dead waaaaaay longer than that! A minute as you said is fine - but as I said, if a certain behaviour is considered negative, the behaviour which led to it should be considered as well. Again - context is everything. Read up pls.
