It starts at midnight, but it's scheduled to end at 2pm UK time (3-4pm for mainland Europe) so that's a significant chunk of the day the servers will be offline and if it's delayed by an hour it will be cutting into prime time for some people.

Exactly. It's not the 14 hours maintenance that's concerning me, I can work around that. It's the expected extended maintenance and the additional maintenances the following days during the anniversary event and Easter holidays.

You've got that the wrong way around. It's 00:00 - 14:00 GMT but 01:00 - 15:00 BST (i.e. current UK time zone).
For me it covers all my playing time. The server replacement starts 10am today in my timezone, the daily reset is 1pm, and the work finishes at midnight. Then I have to leave for work very early the next morning, which means I don't get to play ESO again until after the next 1pm daily reset. Yeah I forgot the clocks had gone forward. (I was ill that weekend, I had no idea what time it was, I'm still not sure all my clocks are right.)
So if there's no delays it will finish at 3pm for people in the UK and 4-5pm for people in mainland Europe (I'm not sure which countries use daylight savings, but I think it's most of them), meaning it's right up to the start of prime time for some people. If there's any delay it will definitely cut into that.
