Who in their right mind would make a public area that requires you to wait for an extensive period of time, so that a hostile NPC can summon another hostile NPC, which both are required for the completion of the elite zone? And if you interrupt said summoning NPC, the entire process is restarted, making any random idiot passerby a liability if he or she is uninformed about the process.
It's just one encounter. Calm down, it'll get changed eventually.

Absolutely, I've given up on it too after 4 days, but I was drawn back continuously by the fascinating dynamics of "I got a blue drop ***hole" and other comments when I tried to inform newcomers. But it was wonderful seeing some starting a free festival of drums and lutes while others couldn't keep their hands off the itchy tigger finger. Incidentally I got a lot of good drops from the sandrippers or whatever those armadillo lizards are called on the dunes behind, for anyone on the impatient side. Not telepathy. By reading the chat. Most of these locations have regular "Do not kill the summoner, he/she is not the boss" messages in chat.
Personally I think this is an interesting social experiment designed by the developers. The test here is to see if the player base can apply enough pressure on the griefers to allow the quest to proceed. Unfortunately after a week trying to do a couple of these quests, my feeling is that no, we can't stop the griefers or to put it another way.....you can't fix stupid.
With luck these quests will get adjusted.
