What can and can't be blocked and dodged?

I am looking for a full list of abilities/skills/damage that can be blocked or dodged. Would be very much appreciated if someone could point me in the right direction.

    aoes/cones/tethers are usually not dodgeable

    whirling blades is an example of aoe which is not dodgeable

    cones such as cleave/brawler is not do dodgeable

    tethers (vateshran destro proc, zaans proc) are also not dodgeable

    kind of along the line of tether would be channels, such as templar jesus beam or lightning/resto heavy attack

    for block

    some cc skills (fossilize, rune prison, piercing javelin) state that they cannot be blocked

    The general rule of thumb is DoTs cannot be blocked or dodged, while AOE abilities can usually be blocked but not dodged. Some exceptions exist - for example, Fossilize is a single target ability but still cannot be dodged or blocked. Most "fear" effects cannot be dodged or blocked. Additionally, some AOEs are so small that although they cannot be explicitly dodged, a dodge roll (or knock back stun) might put you out of the AOE before the damage actually registers. This happens with Blastbones and Dawnbreaker fairly often, for example.
