Can i upgrade my standard high isle upgrade to the colllector's edition?

I've already played high isle, but I regret not buying the collector's edition. Is there any way i can pay the difference and get it? I have ESO on steam.

You could buy the collector's things in the crown store in-game, otherwise buy the Necrom Collection Collector's Edition which will have all the previous expansions' collector's edition content.

Steam says "Your account already owns some of the above items, so you can’t purchase them again. You can purchase these items as a gift or adjust the contents of your cart to continue." When I try to buy the collector's edition upgrade.
