Boat and cart to Western Skyrim is greyed out

The boat and cart to Western Skyrim in Wayrest and Eldenroot respectively is greyed out even though I have ESO+, can travel to the zone, and have completed The Coven Conspiracy. I'm an immersion nerd so I like to travel without wayshrines. Zone works fine once I'm in. Thanks.
