What I'd like to see:
Updates to passives for 2022 ESO context, they've been the same for at least 3-4 years now. 6/12 are sustain related, many of which could combine, with absolutely nothing for mitigation, tanking or healing.
Eg. Finish hybridization so minor prophecy works for Stam Sorcs who only have access to major savagery.
Eg. Combine passives like 10% mag reg and 20% Stam/HP Regen.
Eg. -15% cost after blocking sounds good, but we're the least likely class to ever use it. Blocking does nothing with shields and our best defence is evasion/speed, not standing our ground.
Better morph diversity like the recent Dark Deal/Exchange adjustments.
More innate access to named Buffs/Debuffs, not a lot, just some common ones. Eg. Major Savagery/Prophecy on Curse, Empower on Tormentor, Major Breach on Encase (something no one uses).
Adjustments to align with hybridization.
Eg. Bound Armaments giving crit chance instead of stamina and Bound Aegis giving something new instead of Magicka.
Eg. Ward morphs now dynamically scale based on highest offensive stats... This is already a thing on Resto Ward.
Swap the Magic damage from the 4-5 skills left in the kit for Shock/Physical.
Introduce better passive cleave, move us away from zookeepers and make us the best shock/physical mages in the game like DK is to fire/poison or Warden is to bleed/frost.
Eg. New passive. Chain Lightning - When you deal physical/shock damage there is an X chance to deal Y physical/shock damage to 3 nearby enemies.
Eg. Sundered on Crystal Weapon and Concussed on Crystal Frag.
Eg. Increase aoe damage of Curse morphs.
Eg. Change 1 morph of Fury to be a more traditional execute with scaling at 50%, but no longer has the delayed burst.
Eg. Add a unique debuff of +6% shock damage taken to Lightning Flood morphs, close the gap on fire.
Better self healing not reliant on Flappy Bird which dies too easily and takes up too much bar space.
Eg. Adjust Crit Surge versatility and duration, add a small HoT to Dark Deal/Exchange.

We have been proven time and again ZOS is only capable of bandaid fixes so your long list is not what a nightblade game designer really understands (Although i would even say its an ideal way to fix the class)
So i came up with some simple tweaks which fixes every issue with mag sorc.
Sustain fix - No stacking cost on streak
Damage fix - remove cast time on non proc frag
Survivability fix - major prot on one ward and minor resolve on another

Cyrodiil would probably be full of zergsurfing fragspammers. Is that really what we want? And removing the stacking cost from Streak doesn't help anone who uses the skill with moderation.

None of these buffs really make any sense, and isn't thoroughly looking into why Shields are not as powerful as they used to be. Main reason being that stacking magicka is not as effective as a strategy as it used to be. Changing that shields scale off your max Spell/Weapon Damage would most likely be a positive change to start with. If this would be the case, magsorcs could use sets that are incredibly popular right now such as Rallying Cry and buff their damage shields at the same time.
No fatigue on streak would be absurdly broken, and especially stamsorcs would abuse this with their playstyle relying a lot more on kiting than magsorcs.
Since Light Armor Shield is as strong as the Sorc class shield. There is nothing Special about Sorc Shield… except the 2% WD/SD through the passive and that you can use it without 5 light pieces but its useless to use with a low magicka pool….

Are you saying scaling shields off w/s damage wont make stam sorc abuse wards ? Not that i am against it tbh
You can still increase base cost on streak without increasing stacking cost to fix the problem. Streak did not have a ramping cost initially. Besides there are more absurdly broken things in this game right now.
But why do you care how broken a buff will be ? Traditionally broken things are introduced every patch and its not an anomaly anymore

Stamsorcs being able to use shields would gut the class identity more most likely, as you can see now with magsorcs using quite a bit of stamsorc abilities nowadays. If I were ZOS I’d just be careful with a new approach to shields as it might buff stamsorc more than magsorc and they remain overshadowed.
Streak is already the best defensive ability in the game, it really doesn’t need a buff. Kiting is incredibly strong on sorc.

Why be careful with buffs ?
ZOS made a certain class to land 30k damage with one skill and also disregard battle spirit.
Exceptions can be made for other classes as well. It's long overdue for sorc.
I don't feel the need to explain why streak is not as good as it used to be in PVP. It's something which high end pvp'ers would only understand.
All I would say almost every other class out there has better defensive toolkit.

Stamsorcs are rarely dying due to the mobility of streak mainly due to the lack of DoTs which are usually a danger and because everyone is using SSC so they’re incredibly easy to kite. It does however require practice to become very evasive on stamsorc to stay alive, which is the issue for most stamsorcs to survive.
Last patches, mainly last patch were the patch for sorc without a doubt. You can see how stamsorc is played this patch here:https://youtu.be/zbvWksY35Hc

Sorc could use other buffs too but ZOS gave us a cool, strong skill, let us get used to it, and then smashed it to bits in front of us. Sorc and Crystal Weapon both need to be in a better place before I consider coming back to this game, much less giving ZOS another dime.
And to be clear, Crystal Weapon was strong and fun to use when it only procced once. Of course I enjoyed the double proc but recognized it was a bit overtuned, at least in range. But as usual ZOS didn't bother to get into the nitty gritty details and just ruined the skill.

First three suggestions are fantastic. Streak, however, should never be buffed again.
Also nerf Matriarch heal a bit and/or add line of sight checks.
I know that the Sorc Community wants buffs, you should, sorc needs to be better. I just don't trust any changes that are coming down the pipeline right now to be what people want. Zos is giving Warden attention, but it's in all the wrong places.
