HA Builds Still Good?

So I saw in a different forum thread that a Dev posted on Skinny Cheek's discord about Empower, and that it's going to be changed so it only effects fully charged heavy attacks. Would this kill off most of the hype for heavy attack builds, or will they still be viable next patch?

Lalothen✭✭✭✭✭If it's around a 120% buff to strictly fully-charged HAs then yes, HA builds will definitely still be viable. If it's just 80% then no, HA builds will actually end up weaker than they currently are on Live.
Either way they need to nerf Resto because the majority of it's HA damage is in the final pulse.1 -
