Character copies are done automatically by the system and you are not able to manually copy your characters over.
When we copy characters over to the PTS server, we typically rotate between copying NA characters and EU characters, but not both at the same time. If your character did not get copied over during this cycle, we recommend keeping an eye out on the PTS forums for any announcements as to when your region's characters might be copied over.

I'm confused as to why my characters from live haven't been copied to the PTS.

If you had access to your NA characters all the time, that would mean that EU would not get a chance to use their characters at all, which is hardly fair to people who only play there. They can’t have both databases coexisting on a single server due to technical limitations. Some cycles NA gets more weeks, and some cycles EU does.
Personally I find it about 10 minutes’ worth of work to set up a template character on the PTS. I have him until the next copy, which can be two weeks or several months. I find that a reasonable price to pay for EU also having a chance to use their current characters just as I did mine.

I'm not advocating for excluding a server population. That would be inane.
ZoS could provide an option to choose which characters to copy, from where. That would be a far more robust solution, and provide convenience for players.
