Volendrung should be removed and appear only during Midyear Mayhem.

The Hammer brings out all the people hiding in keeps. Suddenly people want to actually pvp when they think they have an advantage. Fights happen, keeps are threatened, and players start moving.

So despite the want to remove Volendrung here and there on the forums from some people, it helps mobilize action in Cyradil...The Emperor alliance should not only be able to use Volendrung but should potentially dominate with it because there's nothing like turning the tables on a faction that had the upper hand(<---more of a Midyear Mayhem experience though) .

Or at least emperor & people grouped with emperor. That would be a good start imho.

Emp group is more than capable of competing with the hammer. There are emps that don't sleep. They'll defend their emp keeps all night. They'll get the hammer eventually. The hammer was introduced to counter the emperor anyway.
