Can I use companions without Blackwood?

Hello everyone!
So, long story short, my mother in law is now hooked to TESO. The problem is, she is new, and has issues orienting herself and fighting enemies. We thought about getting her Blackwood, but then High Isle released, and we believe she'd enjoy the card game and new companions more than the others.
I couldn't test it myself, as I own both Blackwood and High Isle, but maybe there is someone out there who does not own Blackwood and has purchased High Isle.
So my question is, without Blackwood which supposedly unlocks the companion feature, can you still unlock and use Ember and Isobel?

✭✭✭✭✭also to add to that, if you say only temporarily had blackwood access if its added to eso+, and then you dropped, you would still be able to use the companions on any toon that completed the quests
you need blackwood to do the quests, but once they are unlocked it is an account unlock and access to blackwood should not matter at that point (i cant confirm this entirely because i bought blackwood, so it wouldnt matter if my eso+ lapsed)plays PC/NA

i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them

Marillea✭✭✭✭I thought as much, but we haven't gotten her ESO+ as she doesn't do dungeons, collects resources, really anything. She enjoys questing and running around, so Chapters are perfect!
