You can't get JC without Summerset because the guy who certifies you for it is only in Alinor. You can't get the current two Companions without Blackwood because their quests are there. So long as the quests for the new Companions are in High Isle, you should be able to get them regardless of owning Blackwood or not.

No. The tables themselves are locked. The cert guy is just for jewelry writs.

Moreover, if you get certified for jewelrycrafting writs during an ESO+ sub or trial that expires, you can’t continue to access the stations until you reacquire access to Summerset. The writ certifier is located in Summerset because you need that DLC to access jewelrycrafting, not the other way around.

If you have played DLC and choose to cancel your membership, you will no longer be able to access those areas unless you renew it or purchase the DLC separately, but you will still keep any items and achievements you earned. All DLC skills that you have unlocked (such as Thieves Guild, Dark Brotherhood, Psijic Order, etc.) will remain accessible, but you will be unable to progress the skill trees further.
if you dont own Blackwood, will you be able to claim High Isle companion
Like Summerset, if I dont own that one, I cant access Jewelry skills from any zones

Don't recall losing access to BoW when I let sub drop.
Never bought any DLC for NA since my mains are on EU
and was still able to go dip-dip-stabbing.
Did they change this in the last couple of years?
