Why is minor mangle uincleansable?

Nope I can be out of anyones range with a mangle effect that lasts about 19 seconds and can't cleanse it0 -

Hey can you please tell me why this is the case? It's probably a bug from kynmarcher, the ulti or the set that increases status effect times?
I mean an almost permanent 10% reduce in health HAS to be bugged
*EDIT* Ok so I am 100% sure it's from a set. Last battleground a warden hit me with ONE light staff attack then ran away and applied several buffs that all lasted 19 secs AND minor mangle was the only one that wasn't cleansed.
