I would guess that, since there are probably quests attached to them, that you will.

You can't get JC without Summerset because the guy who certifies you for it is only in Alinor. You can't get the current two Companions without Blackwood because their quests are there. So long as the quests for the new Companions are in High Isle, you should be able to get them regardless of owning Blackwood or not.
    Character List [RP and PvE]:
Stands-Against-Death: Argonian Magplar Healer - Crafter
Krisiel: Redguard Stamsorc DPS - Literally crazy Werewolf, no like legit insane. She nuts
Kiju Veran: Khajiit Stamblade DPS - Ex-Fighters Guild Suthay who likes to punch things, nicknamed Tinykat
Niralae Elsinal: Altmer Stamsorc DPS - Young Altmer with way too much Magicka
Sarah Lacroix: Breton Magsorc DPS - Fledgling Vampire who drinks too much water
Slondor: Nord Tankblade - TESified verson of Slenderman
Marius Vastino: Imperial <insert role here> - Sarah's apathetic sire who likes to monologue
Delthor Rellenar: Dunmer Magknight DPS - Sarah's ex who's a certified psychopath
Lirawyn Calatare: Altmer Magplar Healer - Traveling performer and bard who's 101% vanilla bean
Gondryn Beldeau: Breton Tankplar - Sarah's Mages Guild mentor and certified badass old person
Gwendolyn Jenelle: Breton Magplar Healer - Friendly healer with a coffee addiction
Soliril Larethian- Altmer Magblade DPS - Blind alchemist who uses animals to see and brews plagues in his spare time
Tevril Rallenar: Dunmer Stamcro DPS - Delthor's "special" younger brother who raises small animals as friends
Celeroth Calatare: Bosmer <insert role here> - Shapeshifting Bosmer with enough sass to fill Valenwood

    PC - NA - EP - CP1000+

I believe the new companions should be completely separate from the Blackwood DLC. Although companions are a feature that was first introduced with Blackwood, each companion is completely independent of any others, and the only reason you need a given expansion would be so you can access the specific zone where a given companion is found, along with any other zones where the companion's story quests are located-- and IIRC, for Bastian and Mirri those were base game zones, not DLC zones. I can't imagine that ZOS would introduce any new companions who required some other DLC beyond whatever chapter they were introduced in.

No. The tables themselves are locked. The cert guy is just for jewelry writs.

Correct. The new Companions - Ember and Isobel - only require the High Isle Chapter to unlock; the entire system is not tied to Blackwood.

Moreover, if you get certified for jewelrycrafting writs during an ESO+ sub or trial that expires, you can’t continue to access the stations until you reacquire access to Summerset. The writ certifier is located in Summerset because you need that DLC to access jewelrycrafting, not the other way around.

Don't recall losing access to BoW when I let sub drop.
Never bought any DLC for NA since my mains are on EU
and was still able to go dip-dip-stabbing.
Did they change this in the last couple of years?

From the UESP page on ESO+:
If you have played DLC and choose to cancel your membership, you will no longer be able to access those areas unless you renew it or purchase the DLC separately, but you will still keep any items and achievements you earned. All DLC skills that you have unlocked (such as Thieves Guild, Dark Brotherhood, Psijic Order, etc.) will remain accessible, but you will be unable to progress the skill trees further.
    PC-EU @maitsukas

Posting the Infinite Archive and Imperial City Weekly Vendor updates.

Also trying out new Main Quests, Companions, ToT decks, Events and Styles on PTS.

I believe that when High Isle launches, Blackwood will become DLC and accessible to ESO plus subscribers. So you can get all 4 companions ;)

i think the point being made was you need dark brotherhood DLC in order to unlock blade of woe, if you already unlocked it then you are set regardless if you dont have it and sub lapses
    plays PC/NA

I mean it's the same as jewelcrafting. Unlock it when you have access to the zone and you'll always have it, with or without having the dlc/chapter.
