Alternative solution: Group up with as large a group as you can find, then between the lot of you, you only need to find 3 sacks for the group instead of 3 per player.
I had the this happen to me at the Shademother WB doing the daily with a group. Couldn't get credit for the 3rd pool while everyone else in my group did and there was no pools for me to cleanse. Had to abandon, pick up the quest again and do it solo. So grouping does not appear to be a reliable fix for the problem

It's one of the most basic mistakes MMOs can make too. Bizarre to see ZOS doing it with an otherwise great expansion.

I'm used to quest item nodes being player-specific in MMOs in general. Are all quest item nodes in ESO like these bags of rice, but we don't usually notice a problem because it's usually not too crowded in any one place? I have trouble with some of the delve daily quests, and now I'm rethinking why that is, that maybe it's because the quest item nodes simply weren't present most of the time. I remember having trouble when Northern Elsweyr first came out, and now again during the event, both crowded times.
It also seemed to be bugged when I was there an hour or two ago. I got my first two bags when I arrived, but then it seemed like the spawns dried up. I was there long enough for the boss to spawn again and then some, and I saw maybe 3-4 quest markers pop up in all that time (which were of course snapped up immediately by other people who needed them). I camped one of the spots where I'd already gotten one, and it didn't respawn at all. Other people were saying they couldn't get their third bag, so it wasn't just me.
Nevermind the dragons, what's really going to kill Elsweyr is a rice shortage.
