What's with the Imperial open toe sandals? Got to get Kresh before real shoes?

I just went over to ESO fashion and they don't show every Imperial light armor level.
But the first one they show with actual shoes instead of sandals is all the way to Kresh level.
Did ZOS consider Imperials as "Romans" that never got beyond sandals?
Anyone have Imperial shoes below Kresh that aren't open toe sandals?

Icy✭✭✭✭Probably so the Argonians and Khajiit don't cramp their claws inside.

rtx✭✭✭Kresh isn't different than spidersilk in terms of shape. If kresh has different boots on ESO fashion, it's their mistake and those boots are from different armour.0
