Is it possible to lvl crafting to max even if char is not on max lvl?

I have a char lvl 35 and he is somewhat of a generic. I've leveled his weapon, class and crafting skills. Blacksmithing , clothing and enchanting are around lvl 20 and I was wondering if I should make another, more combat focused char and use this one only as a crafter.
So, is it possible to level only crafting and get my 3 crafting skill lines to max level? Are crafting or it's results in any way dependant on char's level?

    Yes,
and to clarify: You can get 50 in each profession without leveling your character at all, but you can't put skill points in the professions without accumulating them (obviously).

You need to spend some skill points in order to get access to making items of higher quality materials. If you have enough skill points to do that on your particular level, then answer is yes.

However, keep in mind that you could spend these on combat skills. Number of skillpoints that you can get through whole game is finite.

You can, but I wouldn't recommend attempting to reach level 50 in the crafting professions without first leveling your character some. The amount of items you would have to craft or deconstruct would be mind boggling to say the least. As you gain crafting levels your crafting xp will diminish to the point where making low level items is all but pointless.

To increase efficiency, you need to put points into your crafting so you can gain access to higher level recipes and use higher level resources. And the only way to gain points is to level your character or find skyshards.

FWIW, Provisioning is an exception --- I think I reached skill rank 50 in Provisioning (the max) around level 8. And it took no time at all, relative to the other crafts, which are around rank 18 or so except for Enchanting which is stalled at rank 10.
