Did they change block cancelling at the same time? Because after seeing some older YT vids, I tried practicing block canceling Executioner, and just nothing was happening. It had something to do with moving more block calculations server-side to address performance issues, or something like that.
I used to never have issues blocking or block casting, as long as I had the Stamina needed to do it (or Magicka with a Frost Staff from time to time). Since I started back playing though, it's a pretty big issue. Countless times lately I'm getting stunned in BGs by blockable things (like Dawnbreaker) even when I have plenty of Stamina and blocked with what seems like plenty of time to spare. My spells also frequently won't cast at all while blocking; Resto Ult seems to be the most common issue, but I've also had it happen with other things, like Flame Clench (just had some mild nerd rage after eating 3 Dizzy Swing spams while blocking with 0 spells responding...and no, I wasn't silenced). This nonsense even happens when lag doesn't seem too bad, and my displayed ping is < 90.
There were some changes to block mentioned in some notes a patch or two back, I think - is that what's causing this?
