Blocking and Block Casting are completely busted for me.

I used to never have issues blocking or block casting, as long as I had the Stamina needed to do it (or Magicka with a Frost Staff from time to time). Since I started back playing though, it's a pretty big issue. Countless times lately I'm getting stunned in BGs by blockable things (like Dawnbreaker) even when I have plenty of Stamina and blocked with what seems like plenty of time to spare. My spells also frequently won't cast at all while blocking; Resto Ult seems to be the most common issue, but I've also had it happen with other things, like Flame Clench (just had some mild nerd rage after eating 3 Dizzy Swing spams while blocking with 0 spells responding...and no, I wasn't silenced). This nonsense even happens when lag doesn't seem too bad, and my displayed ping is < 90.

There were some changes to block mentioned in some notes a patch or two back, I think - is that what's causing this?

    Yeah, things changed whenever the enchantments were changed from "Shieldplay" or "Shielding" (can't remember) to "Bracing". You just have to "reapply" block more frequently, is all I can say. Many various actions now break block that didn't in the past, even sometimes just moving, so often now you aren't blocking when you would assume you were based on gameplay before the change. The change was most noticeable for me in BGs, but that's mostly what I play. I think it just takes a little time to get used to the change, however many months into this change I don't feel it as much as I used to. I can say I still have to be mindful to reapply block when strafing.

    It had something to do with moving more block calculations server-side to address performance issues, or something like that.

    Did they change block cancelling at the same time? Because after seeing some older YT vids, I tried practicing block canceling Executioner, and just nothing was happening. The whole animation still played every time.

    It also still affects PVE tanking too, for experienced ones who not "permablock", but you do quick HA or a channel then go for Block.. i mean "bracing" and it just does not fast enough confirm server side that you are blocking thus getting hits without block mitigation even in your screen you have been in the block stance for like a second already.

    And yeah, it all started when they did that whole blocking/bracing change. Sometimes it works okayish, sometimes with ping spikes it is bad, very bad.. so kinda more forced to just hold block even more than before at things where getting serious hits coming your way. Oh well. :|

    Wish the old blocking mechanism was still there. Also please remove cast times. They also make the current combat flow clunky same as the new bracing.

    Noticed in BGs when someone cast meteor I would block and the whole thing would lag TF for seconds.

    Im sure blocking is busted, and @moonsorrow seems to be correct

    This is a result of ZoS "improving" the game.
    Make Rush of Agony "Monsters only." People should not be consecutively crowd controlled in a PvP setting. Period.

    Yes. They tried to stop block cancelling entirely. Now we have block shenanigans where you may even appear to have block up, it will not actually be up. As a tank I've never been more pissed the last time morrowwind when they nerfed my tank by doubling block cost. Now this has happened don't really know how people tank much in this game. I used to live in this game as tank and healer now I pretty much do neither.

    Blocking was always busted, all their block fix did was make it more obvious :D
