PTS Launcher Patch issues?

Ever since the first update 28 patch I have never been able to fully patch in the Public Test Server, it just stops at 92% and then stays there. I've tried many solutions, repair, reboot, run as administrator and nothing has worked. Finally I have to uninstall and reinstall PTS completely. Very frustrating! I don't know if it's the update or not. I wouldn't think it's the launcher because the Live version updates just fine. Anyone else having launcher issues with the PTS updates?
