Purely stat wise it's actually pretty decent. Compare it to divines which would give you roughly 197 flat regen (taking into consideration the buff to atronach and divines next patch) and you will see 119 tri regen is pretty reasonable.
The only problem is that for pve tri regen is useless and for pvp other traits are still more important.

I'm sorry but idk if you're being serious or not. Just in case you aren't:
- In pve hp regen is worthnothing. The ticks are laughable, every form of self healing is far more important AND in any serious content you have designated healers anyways.
- In pvp tri regen is nice, but impen is still the most powerful trait by far unless you're up against malacath builds. Even then there's many better options like reinforced (heavy pieces and shield), sturdy (on shield builds), divines for ganking, well fitted for roll dodging builds etc.
