As @heaven13 brought up, only the hairstyles we originally launched with are like this, and all later hairstyles are gender-neutral. Future hairstyles will continue to be gender-neutral as well.

You can't claim it's model differences between the male and female models, because most of the vanilla hairs are gender neutral and can be used on both models. I really doubt there's such a huge difference between the head rigging that some of the hairstyles just 'wouldn't work' for both genders. It's ok to have gendered haircuts. Some of us like that! We're really just looking to access all gendered and non-gendered haircuts on any character, regardless of gender.

There's absolutely no reason for certain hairstyles to be gender-locked like they are. Race locked, maybe, and even then only for Argonians, and maybe a few for Khajiit that are more like manes. But gender-locked? It doesn't make any sense, considering male characters can wear dresses and makeup. Why can't they have female hairstyles? Why can't they have access to all the jewelry? Women can wear pants, which for a long time was considered taboo in a lot of places (and heck, still is in a lot of places), why can't they have the male hairstyles?
