PvP is much more about having a source of income starting with Greymoor. They have made PvP the best way to obtain Endgame PvE Spell/Weapon potions, since those Alliance Pots (720 AP per) are going to become equal to crafted potions.
In other words, the solution is to make PvP very profitable to keep people playing instead of fixing the problems.

A couple things you can do on the clientside is a fresh install. Plugins and addons can cause clientside latency issues. Disable old addons or addons you dont need in pvp.
You can obv reduce your settings. Reducing your view range helps alot. Theres a ton of guides out there so im not gonna explain.
Things we can all do to reduce server stress is remove your non combat pets. Its not just animations that put stress in servers. Its everything including characters loading in. The new patch will help reduce it a bit by adding multithreading on character loading on the server.
TLDR
Half the people complaining about lag are having clientside issues and can be remediated.

While performance there has been the best option, I can no longer play actually playable PvP with my friends. With Cyrodil performance, and a lack of a separate premade queue, this Massively Multiplayer game is slowly getting relegated to Solo Skyrim 2020. But given their marketing for Greymoor, that's basically what they want it seems.

But given their marketing for Greymoor, that's basically what they want it seems.
If their PVE content was at least a bit challenging (like in other single player TES games), I wouldn't mind this direction, since it's clear that they can't or don't want to fix performance issues. However, all overland NPC enemies die from 1-2 light attacks, while the vast majority of quests are actually not that great.
Thus, taking in account:
- boring PvE fights
- unplayable ALL forms of PvP
- boring storylines and similar to each other quests
I can hardly find any reasons to play the game anymore.

You mean overland content? PvE Dungeons and Trials are very challenging especially in hard mode.
