Unfortunately, we do not have an update at this time. We will let players know when Greymoor becomes available or when we have more information to share.

question i have to ask. Are they not allowing preorder because of the state of the game on the ps4 - as in its broken - and they don't want the responsibility of having a broken product on their store if Zos can't fix it? (i guess we will see today)
If you can't fix the issue being as this will be the 4th or 5th shot at it, are you going to look at account transfers for people that may wish to move to a stable platform?

Most likely. Sony doesn't like giving refunds on broken games

I managed to get my ESO + refunded once from Sony, hopefully other people did too
They're still claiming that we're gonna have access to the dungeons next month, so you'd think we could actually get a time frame by now instead of being jerked around.

Dlc is eso in store has nothing to do with Sony. The chapter does

Just didn't resubscribe..... but every Blue screen I sent a report to Sony. Sony has to know this ish has issues.

The chapter has as much to do with ESO/Sony as the DLCs do. The only difference is the content being listed on the PS Store. If Sony was unhappy with the state of the game and its impact on the consoles. Theyd jam up the DLC, not just the Chapter. Any new update ZOS wants to provide for Playstations version of ESO has to still go through Sony and its verification process to make it onto the platform. This includes DLCs.
The Chapter would likely be the last option if Sony was trying to force ZOS to clean up the game by jamming up content. The reason for this is because it will cost Sony potential revenue by denying PS players accessibility to the pre-purchase (which they likely get a cut of). If Sony wanted to force ZOS to do something it be much easier to jam up the DLC that they are going to eventually get paid for anyway. Especially since it would cost ZOS much more money in the long run and not have much of an impact on Sony.

Not stuff that they ‘heard’ from a vague source?
