I think it should default to minimum each time so if a player wants more, it is a deliberate choice.
What’s weird is that the number of items to craft doesn’t reset: if you craft two shirts and then go over to the woodworking table, if you aren’t paying attention, you’ll craft two bows, for instance.
IMO, both should reset to minimum/1 when changing material/item to refine/craft.
I refined several thousand ore units and got and appropriate amount of tempering alloy. The drop rate has been about 1% for gold materials on refining.
I don't imagine they would change the drop rate for the new feature. You were probably just unlucky this time.

Except there are multiple posts on the forums where people have refined large stacks of materials at once and not gotten any gold tempers what-so-ever (including myself).
So just because it has worked for you doesn't mean there can't be a bug in there.

No, there are posts of people like me who got ZERO gold tempers from several thousand mats.No there were posts of people who THOUGHT they were refining a large amount. If you are refining anything less than 10k a material (I do typically 30 to 40k a refine session) you are not doing anything close to a large amount.

If you don't want to, it has to be reset every single time before you click refine and this is just a whole lot of time wasted.
It should default to minimum and or remember the quantity you want to refine. If you want to do all raw mats, 1 click on Max,...that's it done.

the multicraft add on was way better. kinda sad when the consumer is more talented than the developer.
