Can I craft with mats that are in my bank?

I last played 2014 and have forgotten a lot. Running a noob to relearn the ropes.

    Yes.

    If you're not an ESO+ subscriber (in which you then have the crafting bag and unlimited room for mats), you can use the ones stored in your bank.

    Correct, ESO+ immediately unlocks the crafting bag.
