Can I craft with mats that are in my bank?

If you're not an ESO+ subscriber (in which you then have the crafting bag and unlimited room for mats), you can use the ones stored in your bank.

I might become a eso+ subscriber then in a week when I get paid. is the bag automatically added to inventory?

Correct, ESO+ immediately unlocks the crafting bag.
