Templar Skills: Honor the Dead & Ritual of Rebirth not leveling

Hey guys I have had both of these slotted since I got them and now at level 9 I noticed that they have barely moved off level 1. All my other skills - including the ultimate are leveling nicely. I have used both of these skills many times around other players etc - Having them slotted and using them I would think should level them - any ideas?
