this is the only patch i have ever seen in all of eso history that took what was meant to be a shield nerf and turned it into making shields Stronger in PvP.
in pve they are made weaker but in PvP they are stronger now then they have ever been.
if anything the shield breaker set needs to be doing more damage against shields.

READING the patch notes would tell you that shields are capped at 40 and 50% of health respectively for harness and hardened ward.
MATH would tell you that a sorc with 20K health and 30K stacked shields pre-nerf is going to be considerably weaker now. Armor rating isn't going to make up for that kind of loss.
Now the sorc has to invest in impen, health, and armor, except it's a lot harder to do in light armor than it is for heavy. And every mod invested in defense and sustain takes away from DAMAGE.
