How soon can you access Cyrodiil?

I've never been a big fan of PvP, but this game makes me very eager to try it. As there is currently no option to duel players you come across, I'd like to know how soon I can access Cyrodiil/how to access Cyrodiil so that I can experience the way PvP is handled in this game.

Level 10. You'll even get an invitation in the mail.

I got an in game mail sent to my character at level 10 for PvP. I haven't followed through, but I'm guessing that's the earliest.
