No. If you don't have the expansion, you are not able to interact with the station...
Station availability is not the problem here, every single zone has multiple jewelry stations, but you need Summerset to use them...1 -

As the others have stated, you can't access Jewelry Crafting without the Summerset Chapter. You can still acquire the new jewelry items from others and harvest the new jewelry resource nodes though.

No. But locking something behind a paywall that has a big effect on builds is just something I don't like. I'm aware you can trade crafted items but if you can transmute sets that are bound on pickup it'll still give you an advantage as far as build diversity go's. The content that you pay for should've been a zone, quests, trails and dungeons imo. I own all dlc and expansions so far, but I simply don't like it when things that effect the core game as a whole gets put behind a paywall in a b2p game.2 -

Well that and research. You can't do any research, meaning it directly affects your writ drops.
It does bug me your character (if you can't buy immediately) the time it takes you to own the product + the in game research time.1 -

It's good that you can trade rings and neck pieces that you craft, but you can't transmute the bind on pickup stuff if you don't own the expantion. Which is still the majority of the gear used. That's the only thing I find a bit dissapointing.0 -

That only works for crafted pieces. Bind on Pickup cannot be traded, so you can't just give it to a friend and have them transmute it. You also cannot research traits without the expansion, so a friend can't just give you a piece in x trait for you to research. And if you're using Bind on Equip pieces, or if Bind on Pickup could be traded, if jewelry crafting functions in any way like other crafting lines, transmutation will bind the item to your account, so it will be bound to your friend the moment they transmute it.
Really *** IMO, and my own $0.02 is it should be given the transmute station treatment, where if you place a station in a home, it is open for all to use, regardless of whether they have the expansion or not. That way it makes it accessible to everyone, but still incentivises players to purchase the expansion in order to craft their own jewelry in crafted sets.
