Yes, since traits matter in end game content and PvP.
Then perhaps you can pay a crafter to make you the desired trait jewelry, once crafters have put in the time and resources it takes (or cash) to max out their skills. Since the jewelry made will be tradeable. And then you don't pay one cent real money, just the gold you've earned playing the parts of the game you've bought.
i have nothing against DLC but "chapter" is just a scam to squeeze ppls money and spit to face of ppl who are eso+ i have 5k crowns there and want things that matter but guess what i cant buy it for crowns. Also after research u can find keys for 20$ and Z0$ ask double for same thing.
To topic yes wanted to just transmute some "heavy" set to light/medium but without the trait learned you cant do it so that is lame
