Giving purpose to the various unused buildings in Balmora/Suran - Would you want a home there?

After spending time today running about the streets of Balmora and Suran, thieving for the new motifs, it really dawned on me how criminal it is we never got any city homes inside those famous towns when so much of the cities are completely unused. So many of the buildings have blocked off locked doors and are completely obsolete atm. They could easily copy and paste some interiors and just convert some of those unused houses into purchasable homes for players, and there are a few really nice smaller scaled interiors already used in the city (Like Randy Netch Inn's interior). Would also provide a nice alternative for those wishing to have smaller more affordable homes on Vvardenfell.
I think they could be some good selling homes, especially when you consider how Balmora is one of the most iconic and beloved cities in the entire TES Franchise.
Would you guys have any interest in homes in these locations or would you prefer they just move on from Vvardenfell altogether? It'd be an instant buy from me.

I don't have Morrowind, yet, to be honest, but admittedly this would be another item in the list of reasons to buy it sooner rather than later. Ah yea definitely! I suppose I should have worded it better, meant more that they have a decent amount of homes to pick from.
Even if they didn't make any of them player homes, I'd still like to see them open them up as NPC places. Hell there is alot they should do to add life to those cities like the crafting stations for example. They've made these new towns seriously gorgeous and top tier aesthetically, and you know that it took somewhat considerable effort. So it confuses me why they would leave out the relatively simple, but critically important stuff like crafting stations, bank etc.
But that's a whole other story, don't let me derail the thread hah.2 -

While the penthouse looks great and is about the size of an apartment, sadly it's item limit is for an inn, so 15/30. Really can't do much there to decorate, sadly.0 -

My first TES house was in Balmora. No, Morrowind didn't have a housing system. But it did have a justice system where only an items owner cared if you stole things, dropped items never decayed or moved and a Fighter's Guild quest where you kill an orc living in Balmora.
