Had this question for a long time, need help.

I am planning to create and play with stamina DK as a tank style in PVP

If someone had played world of Warcraft, he/she would be familiar with the notion of ‘twink character’ (http://wowwiki.wikia.com/wiki/Twink) link

Such character will receive strong crafted sets, good food and all other tools to enhance its capabilities for PVP
In wow, you would keep such newly created character at a certain level which is below the cap level (in ESO, below 160CP i.e. non-vet campaign)

However, given the nature of ESO, it is difficult to make such a character because:
You cannot turn off your XP
This means that you cannot stay at a certain level and only then farm certain armor sets for them to be your level (level 49 being the most optimal to start farming)

So, my question is:
How can I make a character and equip him with BIS gear, while keeping him below level 50 so he can do non-vet campaigns
My initial plan was to gear him up with certain crafted sets (which is easy to do because you can craft all pieces for certain level) and Monster/dungeon/overworld or PVE zones sets e.g. Plague Doctor
My biggest concern is that for example if I want to farm certain Monster set or any other set dropped in dungeons, I will either overrun level or be induced to wear items that are lower my current level

Just to make it clearer:
I created my stam DK and levelled him to 40
Now, I want to start farming certain Monster / dungeon / PVE zone sets to gear him for non-vet campaign
I start farming for example the plague doctor set starting at level 40
By the time I reach level 45 I have farmed it, but half of plague doctor equipment is level 40 (since I started farming it at level 40) – first problem
Second problem is that I might simply not have enough ‘more levels’ before I reach level 50 & automatically be inherit all CP and become a vet character (not being able to enter non-vet campaign)

Does anyone have a ‘below cap level i.e. below level 50’ character with BIS gear such as Monster sets or sets dropped from dungeons?

    I dont see how you pull this off unless you consistently farm new characters up to your target level. You just level to fast. Furthermore, the way battle leveling works in this game is that you get significantly weaker the further you get away from your gear. So even if you had the perfect level 40 Set, by the time you are at 45, you will feel weak again.

    More importantly, why? We have non CP campaigns and battlegrounds. Unless you are specifically trying to beat up on new players, I am not sure I get it.

    One more question.
    I know that when someone enters a vet-campaign, he/she is scalled up to as if he/she was 160CP. But what exactly is scalled up?
    Following on that, how does scalling works in non-vet campaign? To what level are players scalled up to in non-vet campaign?

    10 levels is not a big window for you ... especially since monster sets can only be farmed starting at level 45.

    Best bet (in my opinion) is to theorycraft without monster sets.

    AP-purchased gear at the capturable towns, Tel Var gear, or crafted gear are all relatively easy to obtain for non-vet PvP.

    It's probably not best in slot, but my Stamblade is level 25 and is wearing 5x Ravager and 5x Night Mother's Gaze ... and is already PvP rank 7 in the non-vet campaign (pictured below).

    "especially since monster sets can only be farmed starting at level 45". Is it because you cannot do pledges & thus get the shoulder as the 2nd part of a Monster set?

    I am not an expert on they way battle leveling works, but the general goal I believe is to scale everyone to approx 160 CP.

    The practical effect at low level is that the level of your gear and your character matter in the calculations. So a Level 30 in Level 30 gear will in fact be "more powerful" then a level 40 in the same lvl 30 gear. Now the level 40 might have more skills and passives unlocked, but from the standpoint of pure stats, he will be behind.

    This is very obvious when leveling new characters now. I basically have "leveling" sets for new toons that I made at levels 4,14, 24,34,and 44. Everytime you get to a new threshold and put on new gear you feel very powerful. Then with each level you gain, you actually watch your stats drop. In this example, I am much stronger at level 24 than I am at 33.
