I'm pretty sure we can discuss the new sets and their balance issues.
I tried this set out. It has no limit on the number of targets and has no cooldown so you can keep 100% up time. I found it a little OP when used on a blazing shield tank.
The animation is a red beam to the target kinda like soul tether and has a really long range. At least you can tell who used it on you pretty clearly.
