Actually, yeah, you can. You can download the launcher, and either build of the game (live & PTS) from the website. What you can't do is log onto the live servers without a PC account. I assume you can log into the PTS servers from a console account, since the entire thing is technically linked, though if you've been making alt console accounts, that might not work quite right.

I stand 100% corrected that you can download the launcher without owning the PC version and install the PTS (I just did it). No idea how you get to that launcher page without the direct link but I am sure other console players will appreciate this post. Thanks @starkerealm

It's on your account page. From the bar at the top of this screen, the one you're looking at right now, click account, log in (if necessary), then you should see a summary of your current account status, and the ability to do things like change your password or view your purchase history. In the lower right hand corner of the screen, there's an option to download the game.

You had 4 button skill bars before ESO on consoles was even a thing. Also, I'd be willing to bet the console market is quite a bit larger than the PC market for ESO.
Many console players also have PCs, including original PC-based accounts, and are therefore able to use the PTS. It's right that console players should be invited, even if they can't all participate.
As for performance, it does sound like you have some serious system issues. Maybe it's just the console version, but what you describe doesn't sound like a typical experience or there'd be nobody left playing. Blue screens are usually hardware related, not software-related - at least on PC, I have no personal knowledge of consoles.
