If you're having problems re-installing the game and the other fixes outlined in various threads haven't worked for you (my case) then try downgrading the NVIDIA driver from 378.49 to 375.70. This worked for me, and I was able to re-install the game from scratch w/out using the safe mode w/networking option which *didn't* work for me earlier.

Also curious, does anyone out there with re-install problems have a non-NVIDIA based GPU?

    Hello,

So as of late I've had to reinstall my Windows 8.1 a couple of times so far and here's what I've found.
If you find yourself in this position, after you install Windows and your drivers and way before you start any updates from Microsoft, install your steam and start the installation of Elder Scrolls. The installer will work properly in this phase, once it's installed you can finish up your'e updates and such. I wish ZO would work on fixing this so the community don't have to struggle so much to reinstall the game when things go wrong. From what I can only come up with is there must be a update from Microsoft that interferes with the installer and doesn't allow it to open correctly. I'm no computer wiz about these things I'm only going by my observation of the program installer when I have had to reinstall my windows. I hope this will help someone figure out what is wrong with it and it gets fixed, I hate I pay for the Plus every month and sometimes when ESO get's glitched up I need to do a reinstall and it don't work after I have installed all Microsoft updates.

Thank you for your time on this reply. I don't have the Steam version but I'm sure that's great advice for someone that does. I did get the game working, but I'll stop short of calling what I did the solution:P

It seems that the /Program Files (x86) directory on the root drive has a command from god Microsoft to keep this directory, as well as /Program Files directory marked 'Read Only'. So, I performed a clean install one more time on the primary drive THEN installed the game on a second data drive (physical, not partion). I can't say for sure but since then I have been ok.

Anyway, thanks again for your time on this, glad you figured your problem out as well!
