bought ESO + explorers pack for friend, explorers code invalid?

hey sorry to be a pain but i bought my friend ESO as a present and it still had it's explorers pack, i watched her scratch it off then enter it but it's coming up as invalid.
any help please? :(

    Checking the the help site the explorer's pack stuff says "pre-purchase only": https://help.elderscrollsonline.com/app/answers/detail/a_id/4725/ Try contacting support with the code? If it was exclusive in some way it might not be available anymore. But good luck.

    she's opened a ticket but still waiting on a reply, thought i'd help out by opening this in case someone else has insight :)

    i'v bought the "pre-purchase" explorers pack version of ESO multiple times for friends, thankfully in wales ESO for pc wasn't such a big hit so they tend to have plenty of "pre-purchase" copies in stock, hell i think i'v bought the most in their store aha but this is the first to give issues :p
