1) A fight that finishes shortly after such a proc can mean that lich's regen hasn't caught up yet

Lich: 1036 regen for 20s per 60s

=>19'684/60=328 regen
TL;DR: Over the course of the whole fight Lich is more as twice as effective as Warlock. Also, at the momen the proc activates you will have between 3k and 4k magicka regeneration, so you can spam whatever skill you want and will not run out of magicka. Additionally you have at least 10k (30k/3.3=10) magicka left, so there is no immediate need for magicka, making Lich superior in all situations.
Can we talk about the fact that this poll is mostly geared toward magica sorc in pvp and the two sets being discussed are based on sustain. Meanwhile over in stam land they be like "Regen, I don't care about regen. Check out my procs sets that proc procs, procity proc."

For me the thing that makes Warlock/Lich better is that you get the full benefit even if you only have the proc on the backbar, with seducer you always need to have it active if you want to profit 100% from it. This allows you to run a full monster set and two 5pc sets while using a double staff setup, very convenient for sorcerer.

Depends on what kind of build you run, but for offensive build i know a that quite a lot of players combine it with Spinner's Garment. If you play on Azura Seducer or Worm might be worth a try. Otherwise I'd suggest Soulshine for Templar and Sun/Rattlecage for DK. I don't think you need Lich on DK/Templar though.
