Got your attention? Good. Now go look in the mirror. If your complaining about proc sets your most likely one of the following:

    1. A damage min maxer with no health. Of course your going to die. You die to the slightest breeze of wind.
    2. A troll tank with 75k. Your contributing to the proc meta and encouraging min maxers to use proc sets for that extra damage boost.

Bugs aside, (e.g. Viper procing on lethal arrow) proc sets are fine.

Fix the bugs, build a balanced toon, and shut the front door. Seriously, How many of you have a balanced toon?

The only time I get killed by proc sets is by a ganking nb from stealth built to do 1 shots. Otherwise the normal player doesn't usually kill me with proc sets. You know why? Because I invest in health, shield appropriately with healing ward, move out of the way when I see 3 giant balls floating towards me, invest in self healing capabilities, run impen, and invest appropriately in cps.

If your a potatoe l2p. proc sets are fun. They provide spontaneous reaction and keep you on your toes. They allow for great theory crafting and build diversity. Fix the bugs and focus on the real issues plaguing cyrodil. Why do we have 75k troll tanks and min maxers?

How much HP would a wise man recommend on a light armor toon to successfully eliminate the possibility of dying to procc sets?
    What is balanced for you?

2 piece set that does the damage of an ulti. Yea, definitely no issue there.

Proc sets are okay as long as people don't stack them. Its the only problem. There should be a general cool down on those sets, so when one procs the next will only proc after the cool down of the first.

Proc sets are not fine dude , they're bugged . That's the issue . You shouldn't get a proc from weapon swapping . You should never get a double proc ever and Melee procs should never proc from a ranged attack . When you have entire groups using these it is a huge problem , not the players . Don't point fingers at players at thing ZOS already acknowledged as broken .

    Exactly this.

About 47k HP should do the trick. Earlier I was hit with a light attack and animation cancelled incap. This is what I received:

    - 3k light attack
    - 8k widowmaker
    - 5k viper
    - 12k incap
    - 9k velidreth

That's 37k damage in 2 quick strikes before I had time to react. So that should give you around 10k HP to fight back with if you have at least 47k health.
It's great to be in medium/light armor, isn't it? :)

Been toying around with a Grothdar Bomplar and must say it's quite fun. Need to get into the melee though so gottah have good survivability. Best when the tide of battle is just turning in your favor and you charge into the crowd with Templar exploding shield up and jibby-jab like mad to proc the Grothdar often. Keep that shield up and you get some pretty interesting entertainment.

Cool so my insane s&b heavy armor tank is ok with being stupidly tanky, having high heals and having more burst because of proc sets than an actual glass cannon build?

Nice, glad to have your expert approval on game balance.

RIP my effort to get 5x v16 characters...

The solution surely should be that only one proc set can be active in some way, its the stacking as Alucardo encountered that is the issue.

My problem is with proc sets is that everyone is good now, there's nothing to separate terrible and good.

there is a problem with proc sets, and its not us,

    QUOTE:

    ZOS_RichLambert:
"Proc sets are not being removed from PVP... we have other ideas and when we've tested them, we will share the changes."

    END QUOTE:

according to Rich Lambert, there IS a problem with proc sets, and they are working on it. it's not "US" like you claim.
