These sets are more about unlocking variety than they are about absolute power. They are largely Pvp sets, which requires burst and stamina based breaking of hard cc.

Using a spell power pot requires the loss of 20% stam regen from major endurance for break free, and slotting entropy means adding a weak skill requring additional time in a burst rotation, as well as an associated magicka cost.

Dreugh king slayer is much more useful for stamina specs because while major sorcery comes from the mage guild line, major brutality comes from the 2h line or using a mediocre dual wield ability. It means you don't have to run 2h or slot flying blade (dual wield), opening up multiple different possibilities. Stamina users don't have the equivalent of the issue magicka builds have with stam regen from pots except for stamina DK's who need the extra magicka regen (flappy flap). Templar utility is also magicka based but they have the option of slotting radiant aura for major endurance, or the most used morph, repentance for stamina. Repentance is so good it's rarely off a templar's bar in PvP.

You want to compare it to Julianos? In that case, Rattlecage has 59 extra SD. Julianos has a max magicka component, which is worth 92 SD, before any amps from CP spent, racials, passives, etc. So in terms of the raw stats for base damage, Rattlecage is already behind.

But let's say you actually want that health, so let's leave the health-vs.-mag bonus off the table. Julianos also adds 6.2% crit chance. In PvE, that's about 4-6% extra DPS, depending on your build. Crit chance is less useful in PvP, but even against an opponent wearing all-impen, that 6.2% crit chance translates into about 2-4% extra DPS, depending on your build. To put that into perspective, 59 extra SD is only worth about 1% extra DPS on a typical endgame magblade build.

Really, the only reason to even consider Rattlecage is if you really, really want to save on potions or a skill slot for Major Sorcery. Outside of that relatively niche scenario, Rattlecage makes no sense.

Well, but since with rattlecage I haven't the need to slot entropy, I can slot inner light also on the second bar: so on that bar (on which I keep an aoe and the execute) I had 10% more critical (instead of the 6.2% of julianos) and 5% more magicka (so nearly 2.2k more magicka, instead of the 1k more magicka of julianos). To me, this doesn't seem so bad...

And I don't have to count 14.4 sec before applying entropy all the times (I'm on PS4, no add-on to see which buff is active).

I've seen someone trying to sell a bound rattlecage lightning staff called Despair :p

Rattlecage as a heavy armor set really pisses me off as it would be ideal for my sorcerer...

You can still wear 5 light armor +rattlecage and even one full monster set :)

rattlecage: 3x juwelry, 1xstaff (front/back) and one armor piece heavy

additional set: 4piece bonus: 4x light

Monsterset: 1light, 1 medium ........so you would even get the 6% undaunted passiv

For a NB or sorc, you can probably do better than rattlecage, especially as a sorc, because of their class sources of major sorcery. For a DK spellweave is also probably better as it gives more damage. But for templars? Oh it's such a beautiful set.

What you are getting out of rattlecage is UTILITY above all else. That isn't something so easily labeled as BiS, and it's something you, the individual player, has to weigh for yourself, your play style, and your build.
The generally amicable yet sporadically salty magplar that may or may not have 1vXed you in Sotha Sil. Who knows?
