First thing I would do is form an alliance with the remaining Imperials, sack Windhelm and Riften, sit on Jorunns throne while he watches.

Threaten to do the same to Elden root (it's a big tree, pretty flammable right?) unless Ayrenn surrenders.

And then give the crown to Tiber Septim whenever he shows up to Jesus beam everything!

You should all also consider this: Altmer have considerably longer lives than Bretons and Nords.

Altmer live around 1000 years, and two or three times that with magical assistance. A Queen would certainly have that. Bretons and Nords live maybe 100 years. Tiber Septim was the oldest known Nord and only lived to 125.
