Food
Try using the blue Orcsinium food that gives 5k health and 457 stamina recovery.
Sure your stamina will drop to 31-32k (still good!), but if that does not fix your recovery problem, I don't know what will.
Yes, your tooltip damage will drop, but I'm sure you will still be able to kill, plus you should have better survivability.
At least give it a shot.
Alchemy
Is your Alchemy leveled to 50?
If not, you definitly should for the Medicinal Use passive.
Your potions effect will last 30% longer, which means that you can boost your recovery by 20% for the whole duration of the potion cooldown. (Which would put you at just over 2k when using potions)
Vampire
It's not a problem in PVP.
Even as a Vamp, I stack almost twice as much points into Hardy compared to Elemental Defender.
Remember as a vamp you get a bunch of great benefits:
-No movement speed while in Stealth (to me this is huge for PVP..)
-To closer you are to death, the tougher you are to kill
-10% recovery to stamina and magicka
-Elusive Mist!
-Bats!
Ok, Elusive Mist and Bats are mainly great for magicka builds, but still that shouldn't limit you from trying out Vamp.
Plus now you can managed in which stage you are more easily.. I always sit at Stage 4 though.

Are the stamina ticks that are being prevented from bashing/dodging a thing on pc? Or is it just another disadvantage of being on the farthest end of Zos's already [snip] stick?
p.s. Orc Stamplar wearing the Flanking Strategist set hits HARD AF lol.

Well on pc they can rebind bash/dodge to not need to use block first, so they don't lose ticks.
Zos just messed up when they stopped regen when blocking, no though't to console at all.

I do as well... and I don't see a problem, but I'm sitting at 2.3k recovery on my stamblade.
@leepalmer95, sure.. why wouldn't you buy a cheaper ring (like Arcane Agility if you are using the Agility set..) and simply try it out. It will surely help.
I was sitting at around 1.9k on my stamsorc orc but I still went out of stamina too fast (so much dodge rolling because of my Eternal Hunt/Skirmisher setup), so I tried the 5k health + stam recovery food for sh!ts and giggle...
It was a world of a difference. Sure my tooltip didn't show as much damage but I was still able to kill efficiently and was able to sustain and survive so much more.

Yea I don't notice problems on my stamblade either. Probably for two reasons. 1) Redguard OP 2) Siphoning Strikes even more OP lol. I'll probably just end up running orzogas for the orc stamplar for the extra sustain. I'll try it again tonight. If I don't like it I may just race change to redguard when it becomes an option even though I really enjoy my orc.
I literally JUST started playing on the stamplar last night. They're REALLY fun tbh. Probably going to drop my DK and make him a maelstrom slave since PvPing on him has been getting stale fighting 90% malubeth trollplars. Got a lot to learn.
